2007 WAS A BAD YEAR, for Juan Guerra. He was arrested twice and charged with 3 counts of theft, and obstruction of justice. Municipal Judge Hector "Tiger" Huerta let Guerra off the hook and dismissed the charges. Meanwhile Guerra remains in office and refuses to prosecute any cases filed by city police or the sheriff's dept., unless they fire the officers who arrested him.
