Willacy County Sheriff Larry Spence said Tuesday that a 12- year-old Sebastian youth has been arrested and charged with assault after he allegedly put a lit firecracker down the shirt of a 10-year-old. Spence said the younger boy suffered second degree burns and the older boy has been detained at the Darryl Hester Youth Detention Center in Harlingen.
