WASHINGTON (AP) - Sen.- elect Scott Brown has arrived on Capitol Hill, still basking in the glow of his stunning upset in the Massachusetts special election.

Standing in the bright sunshine outside a Senate office building, Brown told reporters he looks forward to getting to work. He said, "I plan to look at every bill and make a rational decision."

The pickup truck-driving candidate who caught the imagination of Massachusetts voters in upsetting Democrat Martha Coakley called Washington "the best place in the world when it comes to solving problems, and we've sort of lost our way." Brown began his first visit to the Hill Thurday by calling on Sen. John McCain of Arizona, a key campaign senator, along with Senate Minority Leader Mitch McConnell and Democratic Sens. John Kerry and Paul Kirk of Massachusetts.

Asked to say precisely what he hopes to accomplish here, Brown replied, "I'm certainly not in favor of higher taxes and cutting Medicare half a trillion."
